John Niyo, of The Detroit News, reports the Indianapolis Colts put in a waiver claim for WR Will Franklin, but he was awarded to the Detroit Lions, who had a worse record in 2008.

Not interesting (to me at least) that they went for a WR, but I didn’t realize there was such a process to claiming someone off of waivers… I always thought it was first come / first served.
