Who starts on the PUP list?
Last night on NFL Network they had Polian on to discuss Michael Vick (see here). He mentioned that 7-9 players would be start training camp on the PUP list. So I've decided to try and figure out who they are. I believe some of these were said to be expected for training camp, but that may be the reason for the variance.

2. Marlin Jackson - Knee
3. Mike Hart - Knee
4. Charlie Johnson - Pectoral
5. Steve Justice - Back
6. Adam Vinatieri - Hip
7. Sam Giguere - Leg
8. Bob Sanders - Knee???
9. Ryan Lilja - Knee

I'll take the oppertunity to talk about the PUP rules
since I had to look them up for myself and others last year and I had already forgotten key points of them earlier in the offseason.
2 PUP lists. Active and Reserve.
Active PUP players can’t practice or play, a player can’t be put on the active PUP list after he has practiced in training camp or played in preseason. On day one of camp every player than will be on either PUP list will be on the list, since players can’t be added if they start camp on the active roster. Active PUP list players count against the roster limits.
The Reserve PUP list starts when the season opens. Any player on the active PUP list at that time has to be put on the active roster or reserve PUP list. Reserve PUP list players have to sit out the first 6 games of the season. You can’t go on the reserve PUP list if you weren’t on the active PUP list.

This is a great question - here are my guesses
I guess I owe some Dr. Blue reports for Vinatieri and Addai, whose offseason surgeries were a bit of surprise…

Hart will go on PUP and stay on it. After week 6 they will see where he is. That would be my guess.
Man oh man
Am I ever sick of injuries. I’m sick of our best players being unable to put on pads. Last year was worse though, with Freeney on the PUP and wondering if he’d ever get back to full speed.

Bob Sanders (knee), cornerback Marlin Jackson (knee), place-kicker Adam Vinatieri (hip and knee), offensive lineman Charlie Johnson (shoulder), defensive tackle Antonio Johnson (knee) and wide receiver Sam Giguere (leg).
Mookie is a surprise and Mike Hart not being on there is DEFINITELY a bigger surprise.

if they thought there was any chance he wouldn’t practice the first day, he’d be put on the list to keep the option of shelving him for the first 6 weeks open.
