I think Caldwell meant physically and mentally
Though he did not make it obvious, I think Caldwell and the coaches, at this point, felt that they did not know when Ugoh will be back physically and mentally.
Let us face it, he was outdone by Linkenbach in that 3rd pre-season game at LT, in comparison, and that says something.
I think, for the first time, Bill Polian might be swinging a little bit for the fences more than just doing things the way he used to before – taking chances with Linkenbach and Reitz both on the roster, trading for Justin Tryon, small subtle things that you see Polian do rarely. Besides, Polian has had better luck getting UDFAs to play OL and DL than high draft picks, so I am hoping for that trend to continue :-).
Does anybody know if Reitz was available before Ugoh was cut?
I have no clue whether they really wanted to bring in Reitz, and Ugoh was just the most expendable option, or if they were dying to get rid of Ugoh and they needed a body to fill the roster spot and Reitz was the best option when they pulled the trigger.
I think he was first waived by the Ravens
He was waived by the Ravens, then picked off the waivers by the Dolphins to place him on their PS, I think.
Remember, if you pick someone off a PS, you have to put them on your roster, hence he made it to the 53-man Colts roster. I think that is how he got here.
I can understand Caldwells comments
Ugoh has been injured quite a bit through his three year career. I guess the Colts are sick of constantly waiting for him to get healthy. Like they say, the best kind of ability is availability.

and when fringe roster guys get hurt, they don’t get carried on the roster for weeks while unable to play.

Mr. P has to be burning the phone lines around the N F L seeing who he might be able to get and at what price. He will have to use a tight end on that side almost every play to protect Peyton. It will limit our offense big time. I can’t see him doing this for more than this game. He will get someone in the next few days.

As much as I would like to see a trade of some type happen, that’s just not the way the Colts (usually) do business. Trades are an extremely rare thing for the Colts. They draft people, they sign free agents. That’s about it.
