How should we value the WR position?

We have seen trends of positions in the nfl being under value (safeties) and over value (QBs). Normally its a trend that goes up and down with the style of the NFL like how for years RBs wasn't picked in the first round but now nobody bats a eye. A QB best friend could be a running game or a TE so what does that mean for the WR?

Now the WR position 1st round pick over the last 3 years:

2017 1st Round
Corey Davis Tennessee Titans
Mike Williams San Diego Chargers
John Ross Cincinnati Bengals

2018 1st Round
Dj Moore Carolina Panthers
Calvin Ridley Atlanta Falcons

2019 1st Round
Marquise Brown Baltimore Ravens
N'Keal Harry New England Patriots

Now some draft picks are like popcorn (instant/ready to go) and some are like ribs (low and slow) as far as production. Nobody wants to be the Lions of the 2003, 2004 or 2005. Now if you look in our Division, the ability to pick and groom a WR from the first 2 rounds we seem to be behind the pack.

Texans
Hopkins pick 27 year 2013
Fuller pick 21 year 2016

Jaguars
Chark pick 61 year 2018
Lee pick 39 year 2014

Titians
Davis pick 5 year 2017
Brown pick 51 year 2019

Colts
Funchess pick 41 year 2015 (*carolina pick)
Campbell pick 59 year 2019

Old GM talk will tell you WR is one of the easiest position to transfer from College to the NFL. No matter who's in your top ten the position breaks down to

A. Hands
B. Routes/separation
C. Speed

Looking at a position that most teams have two or more on the field at the same time why are so few getting picked in the 1st round? Is the spread offense in college hurting prospects ability to run routes? Are they to risky to use a 1st round pick on? Normally building a team one would grab a QB, Edge Rusher and a LT, so where does a wr fall? Who's your top ten and how do you think we should address our WR room?
